Critical team member of Government customer’s “Virtual Enterprise” IT development effort, and the Integrated Collection Architecture (ICA) Year 2 and Year 3 efforts. Lead engineer for the architecture, design, implementation, testing, and operation of an IT communications system. Program manager for architectural development of a new intelligence capability for a US government customer. This effort proved key for the approval and funding of a new IC program. Broad experience with the engineering and development of IMINT and SIGINT Mission IT systems, direct support to missions, community partner outreach, network management, IT integration, IV&V/C&A testing, and Government SETA acquisition support for IT and communication systems.

34 years of professional experience – 9 years as Managing Partner of Razor Technology, and 32 years of direct support to the U.S. Government – as a systems analyst, modeling and simulation developer/director, network/systems engineer, and information security specialist. Expert at systems performance assessment, requirements development, analytical, acquisition support issues, Vulnerability Assessment Remediation (VAR), and Information Assurance. Designed and implemented corporate IT services in both unclassified and classified domains. Highly experienced with controlled interface implementation and requisite security accreditation and certification processes, including all associated security documentation, security requirements and security plans. Programming in C, Python, PHP, and UNIX/Linux Scripts. Technical writing skills used to simplify and condense complex emerging technical subjects to enable quick evaluation of applicable technologies. Technical subject matter expert for Information Assurance and Information Security with a very strong technical computer and networking background.
